Gov. Tom Wolf has signed HB 327, now known as Act 21, into law, allowing bar and restaurant licensees to sell prepared beverages and mixed drinks to go temporarily.
The rule will expire after the COVID-19 disaster emergency ends and a business reaches 60% capacity. Pennsylvania’s open container law applies. For more information on HB-327 regulations, visit governor.pa.gov.
Access NEPA is rounding up a list of restaurants and bars around the Northeast Pennsylvania region who are offering mixed spirits, beer and wine with take-out food orders.

Details: Reusable farm-to-table flasks start at $5. Spirit drinks available in a flask include house sangria; classic margarita; thyme lemonade and paloma. A full spirits menu will be available on Alter House’s website and available for pickup only with a valid license. Food orders are available from Thursdays through Saturdays from 3 to 8 p.m. Last orders must be in by 7:30 p.m. Online ordering is strongly encouraged. For residents in the Clarks Summit, South Abington Twp., Waverly Twp and Dalton areas, delivery is available. Mobile payment is also available for curbside pickup. The restaurant is also giving out complimentary face masks with any $45 takeout order (minimum). One mask per order while supplies last.

Where: 306 Penn Ave., Scranton
Details: If whiskey is your drink of choice, try the pub’s Bourbon Manhattan, Rye Manhattan, Sazerac or Scotch cocktail called “Isolation.” $12 each. They recently added Tito’s Cosmopolitan to the mix for $11. To fully enjoy, pour the drink over a large ice cube in a glass. The restaurant offers curbside pickup. Cooper’s Seafood House

Details: Cooper’s is selling Adult Watermelon Ice Tea or Strawberry Daiquiris. $12 for 32 ounces or $24 for a 64 ounces. Drinks must be placed in your trunk. They also are open for curbside takeout. All orders must be paid over the phone.

The Peanut Bar
Where: 134 Cottage St., Carbondale
Details: Enjoy $5 long islands, berry lemonades made with fresh berries as well as root beer floats or $3 Absolut mixers. Peanut Bar also has a “Quarantini” for $5.
